The Compensation Coordinator plays a critical role in supporting our management and staff in the design, development, and administration of compensation programs, policies and procedures, ensuring compliance with federal and state laws, regulations, and policies. Evaluates market competitiveness, pay alignment, and appropriate position classification usage, ensuring compliance with Department of Human Resource Management (DHRM) policy. Position studies ensure thorough analysis and determination of accurate and consistent FLSA application. A crucial component of this role is the integration of career ladders, succession planning, and career pathing into VDOE’s overall compensation strategy. By building and maintaining structured career progression systems, the Compensation Coordinator ensures that employees can see clear growth opportunities, fostering retention and engagement across the organization. This role will analyze market trends and ensure that VDOE’s compensation practices remain competitive, adaptable, and aligned with the organization’s evolving needs.
Benchmarking to ensure role, SOC & EEO coding (Executives, Professional, Technicians, etc.), FLSA exemption status and compensation are appropriate and in compliance with federal, state and regulatory requirements. Collaborates with others to ensure project timelines are met and deliverables are of the highest quality. Develops customer-facing communication materials such as presentations, training content and plan documents, tailored to the specific audience. Serving as an advisor to leadership, makes recommendations on compensation- and classification-related issues, salary adjustments, and retention strategies. Leads the effort to create, publish and educate management, HR business partners and others on compensation pay practices and trends.
Minimum Qualifications
Comprehensive knowledge of compensation laws and regulations to include FLSA, Equal Pay Act, etc., ensuring compliance in all compensation practices.
Comprehensive knowledge of compensation methodology, compensation strategies, compensation trends, job evaluation techniques, compensation policies and procedures, and principles of research management.
Considerable knowledge of laws, legal codes, precedents, government regulations, and executive orders pertaining to human resource management.
Strong knowledge of the Fair Labor Standards Act (FLSA) and its application to exemption statuses.
Knowledge of and experience in conducting internal and external market analysis, and with compensation survey tools such as Mercer.
Strong data analysis and financial modeling skills, with the ability to interpret complex data and make informed recommendations.
Excellent organizational and project management skills, with the ability to manage multiple priorities and meet deadlines.
Skills in using technology systems to include Cardinal, PageUp, and systems for office management, training and production (MS Word, Excel, PowerPoint, web-based applications).
Exceptional verbal and written communication skills, with the ability to present complex information clearly to various audiences.
Strong interpersonal skills and the ability to work collaboratively across functions and departments.
Proven ability to handle sensitive information with discretion and maintain confidentiality in all HR matters.
Ability to work independently and meet objectives and timelines in a fast-paced environment.
Demonstrated ability to analyze information from various sources, draw logical and sound conclusions, and present the findings in a comprehensive written format.
Demonstrated ability to establish and maintain effective partnerships with customers, providing appropriate recommendations for resolution of diverse, complex or confidential issues, promoting effective HR practices that support institutional excellence.
Critical attention to detail with exceptional accuracy, along with the ability to review, interpret, and synthesize complex data and information.
Additional Considerations
Strong understanding and experience in classification, writing of job evaluations or job descriptions, experience applying federal and state wage and hour regulations, and ability to interpret and apply these practices on a daily basis.
Progressively responsible experience as a compensation professional performing analysis and advising key stakeholders on outcomes and action-oriented solutions.
SHRM or Certified Compensation Professional (CCP) credentials preferred.
Extensive experience with compensation software and HRIS systems such as Cardinal, Oracle People Hub, and PageUp.
Bachelor’s degree in Human Resources, Business Administration, Economics, or related field preferred.
Advanced degrees or certification (e.g., CCP, PHR, SPHR) preferred.
Advanced technical skills in Excel (pivot tables, VLOOKUPs) and Power BI for data analysis and reporting preferred.
Experience with project-based compensation strategy development or large-scale compensation program implementations.
