Principal Human Resources Analyst – Compensation

Chesterfield County Government is seeking a Principal Human Resources Analyst to be responsible for the administration of the county's Classification and Compensation Plan to include interpretation of and advising departments on compensation policies, procedures and practices, and ongoing review and semi-annual updates of the plan. Assess internal equity and competitiveness within the labor market and adjust salary structures, as appropriate. Provide advice and consultation on department organization and design, individual compensation and classification concerns and related human resource issues. Perform desk audits as needed to ensure an employee’s classification accurately reflects their job duties. Review departmental career development plans and make recommendations as needed. Work with outside compensation consultant and County leadership on division-specific studies and surveys, to include identifying trends and/or other relevant impacts; research and recommend options, solutions and/or changes and develop responses, including the development of new programs and services. Respond to external requests from other jurisdictions, regulatory agencies, to include requests through the Freedom of Information Act (FOIA).

Chesterfield County is in the process of implementing a new Enterprise Resource Planning (ERP) system, supporting automation and processes in finance, human resources, payroll, procurement, and other county-wide business functions. This position may assist in the ERP implementation during the HR configuration and testing phases as needed to support the project. Prior related skills and experience providing system support, consulting with internal customers, report writing, maintaining integrity and confidentiality of system data, conducting business user testing, troubleshooting system related issues, and developing training materials and system documentation are a plus.  The incumbent in this position may perform other work as required.

Successful candidate will possess a bachelor's degree in Human Resources, Business, Public Administration or a related field; four years of professional experience in human resources, preferably in compensation; or an equivalent combination of training and experience. HR certification and three years of progressively responsible experience in human resources is preferred. Excellent written and oral communication skills are essential. Strong personal computer skills including Microsoft applications and an aptitude to learn other computer software required. Ability to prioritize multiple tasks to meet strict deadlines. Good knowledge of principles and practices of human resource management, EEO laws, and local government. Pre-employment drug testing, FBI criminal background check and education/degree verification required.
