Hiring Range:  $72,554 - $85,388

Chesterfield County’s Human Resources Department is seeking an HR Manager.  This position manages the Compensation and Benefits operations; supervises the Compensation and Benefits teams, providing guidance to staff in the development of priorities, and evaluating staff performance; and requires continual analysis and interpretation of current and impending legislation with the ability to plan, develop and implement various projects.

Administers and maintains the County's Classification and Compensation Plan; oversees and conducts classifications studies, reorganization studies, salary surveys, special compensation studies and compensation training and communication; ensures internal equity and external market competitiveness; oversees the coordination of the pay plan each fiscal year including any policy changes and regrades and/or structure adjustments; assists in the preparation of the annual report to county leadership; and maintains documentation associated with new positions and reclassifications.

Administers the County's Benefits Programs; oversees the analysis of benefits programs, costs and annual open enrollment; develops and researches of new benefits; maintenance of current benefit programs working with vendors to review programs and make recommendations for changes if necessary; ensures compliance with related legislation, and benefits training and communications; manages the customer service function provided to employees and retirees, responding to elevated compensation and benefits issues as they occur. Performs other work as required.  

Successful candidate will possess a bachelor's degree in Business, Public Administration, Human Resource Management, or a related field.  Master's degree and HR professional certification preferred.  Five years of experience in compensation and benefits, including two years of supervisory experience; or an equivalent combination of training and experience.  Excellent analytical skills; working knowledge of the principles and practices of human resources in the areas of compensation and benefits to include:  Fair Labor Standards Act, Affordable Care Act, Section 125, COBRA, and other compensation and benefits-related laws and regulations.  Knowledge of job analysis and experience working with a self-insured healthcare program preferred.  Training and presentation skills; problem solving and resolution skills; ability to exercise diplomacy in handling sensitive and confidential personnel matters; ability to develop and maintain effective working relationships with internal and external customers; effective communication skills both orally and in writing; ability to operate a personal computer and related software to include Microsoft Office suite.  Pre-employment drug testing, FBI criminal background check and education/degree verification required.  A Chesterfield County application is required and must be submitted online by deadline.  Visit careers.chesterfield.govto view instructions and to complete and submit an application.  (804) 748-1551.
