The Virginia Department of Social Services (VDSS) Organizational Development (OD) Division is recruiting for talented Classification and Compensation Consultant Senior. This position reports to the Total Rewards Manager and will help design and administer the compensation, classification and recognition programs to enhance our ability to attract, motivate and retain top talent. The Classification and Compensation Consultant Senior partners with VDSS leaders to assess and identify short and long-term strategies related to employee compensation; manages the program area to incorporate innovative solutions to base pay and non-base pay options. Specific responsibilities include:

• Partners with VDSS leaders to assess and identify short and long- term strategies related to employee compensation; manages the program area to incorporate innovative solutions to base pay and non-base pay options and support executives and managers in the day-to-day management of compensation.

• Establishes pay structures and supports position classification structures.

• Consults with OD managers, OD staff and agency supervisors to ensure understanding and effective use of compensation tools.

• Coaches OD staff in appropriate compensation methods and in applying the Commonwealth’s pay practices and pay factors. Guides OD staff on documenting pay decisions.

• Conducts research, analyzes relevant materials and determines FLSA status. Produces analytical briefs as necessary to support compensation recommendations.

• Maintains up to date overtime guidelines and advises OD staff on current application of overtime pay.

• Designs and administers employee recognition and rewards programs. Consults with managers to develop new programs.

• Leads and monitors special projects.

• Develops and revises policies, procedures and documents related to areas of responsibility. Ensures documents meet standards for publication and are posted in the appropriate areas. Communicates changes to documentation to the appropriate OD, agency and local department staff.

Minimum Qualifications

• Bachelor’s degree in Human Resources, Organizational Development, Public or Business Administration or a related field; or an equivalent combination of education, training and/or experience.

• Considerable experience in designing and administering classification and compensation programs to include developing, implementing and interpreting policies and procedures.

• Considerable experience providing consultative services in the administration of compensation strategy and programs.

• Considerable experience in position classification, job evaluation, and job analysis to include developing position descriptions.

• Experience managing projects and leading teams.

Preferred Qualifications

• Knowledge of employee recognition and rewards programs.

• Experience implementing organizational change initiatives.

• Experience working in a matrix reporting environment.

• Possession of relevant certification (CCP, SHRM-CP, SHRM-SCP, PHR or SPHR).
